HERO defines the human range of the Primary Characteristics as running from 1 to 30 (page 40, 5th edition revised).
With the exception of BODY the maximum human value is reduced to a value of 25 in these house rules. Figured Characteristics have a maximum human value equal to their HERO System defined Normal Characteristic Maximums.
Anything beyond these limits are defined as superhuman.
