A few years after the disaster on Mestiko, the Payav are struggling to rebuild in the wake of the pulsar's damage. The Starship Enterprise returns with a plan to help restore the planet's atmosphere.
But the Klingon Empire has also taken an interest in Mestiko, and has come to the aid of one of the world's many factions. Captain James T. Kirk finds himself once again pitted against the Klingon commander Kor, with the fate of Mestiko at stake.
As Admiral James T. Kirk adjusts to life at Starfleet Operations on Earth, he discovers some shipping irregularities centered around Mestiko. Authorized to go on a fact-finding tour to the planet, Kirk takes along his old friend Dr. McCoy, now a civilian "old country doctor," to investigate.
What Kirk finds is a web of intrigue, complicated by his status as Dinpayav, an outsider. He must convince Raya elMora--now a major player in the ad hoc world government of Mestiko in the years following the disaster--to help him before Mestiko becomes the pawn of someone else's political game...
The rebuilding of Mestiko is starting to make progress: the atmosphere is partially restored, and Federation scientists are introducing new methods of replenishing the planet's biosphere. But their efforts are being stymied by the growing power of the mar-Atyya, who shun all offworlders.
The arrival of the Starship Enterprise under the command of James T. Kirk proves less than fortuitous, as the ship becomes a flashpoint for all of Mestiko's troubles. Now Raya elMora, the leader of the planetary council, finds herself facing exile--which could spell doom for Mestiko...
Twenty-five years after the disaster, Mestiko's recovery is stagnating amid social unrest. A lunar colony designed for scientific research might give the people hope--until a local terrorist group called the Torye attacks the colony and steals an experimental subspace weapon. The Starship Enterprise is sent to find the Torye and retrieve the weapon.
But even as Captain Kirk and his crew--Saavik, Scotty, Chekov, Uhura, and McCoy--follow the trail, Captain Spock goes on a daring undercover mission to Klingon space that will have dire consequences for the future of Mestiko--as well as the Federation...
Captain James T. Kirk is dead, lost during the launch of the U.S.S. Enterprise-B.
