We'll finish the details later, but for now, here's the core of the deck:

Lead with Rosicrucians to get out the cards you'll need. Start by Partitioning England, make both a Dictatorship, and give each a Power Satellite and Cyborg Soldiers. One gets New Blood, the other Emergency Powers. Sufficiently Advance Rosicruicans to power the Frankenfoods that make both Englands Fanatic and, finally, drop Gun Control.

Voila! Now you have four tokens worth 19 global power each!
