Capitol District "Over 30" Soccer League Rules

 

(Revised Fall 2006)

 

A  copy of these rules should be given to the Referee(1) prior to the start of play with your team roster and player passes. THE REFEREE(1) CANNOT NOT ALLOW PLAY TO START UNTIL AFTER CHECKING ROSTERS AND PASSES. This is most important for insurance reasons and the Referee(1) DOES NOT HAVE AUTHORITY to waive the checking of rosters and player passes. The Officiating Fee (see item 12) should NOT be paid until AFTER the Referee(1) has checked the rosters and player passes. The League intends to monitor this obligation and will take action with the League Referee Coordinator and the Referee Assignor to insure that Officials who do not check rosters and passes are not assigned to any more games.

 

1. Kick off will be 9:30 for all Divisions unless other arrangements are made through your Division Coordinator.

 

2. Each team may carry up to 25 players on its roster. All players must be at least 30(2) years old at the time of the first game of the season and cannot be concurrently registered to play in another league. New players may be added any time prior to the second game of the season.

 

3. Each team must submit two copies of its roster, two copies of each player's signed Player Participation Form, and two copies of each player's driver's license to your Division Registrar.

 

4. Your Division Registrar will validate your team roster and create the player passes. The player passes will be returned to the team coordinator. Players may not compete in any game without their player pass. Referees(1) are to check team rosters and player passes before the start of play and must disqualify any player who does not appear on the roster and have a player pass. Team coordinators cannot  alter this rule by mutual agreement. It is therefore important to submit your materials to your Division Registrar sufficiently in advance to have player passes for the first game of the season.

 

5. Each team must submit a check for insurance to your Division Coordinator at your division's organizational meeting or the team will not be included on game schedule.

 

6. Either team may substitute any number of players on any out of bounds stop in play(7), including, but not limited to, corner kicks.

 

7. Sliding tackles are not allowed and will result in a YELLOW CARD and a direct kick.

 

8. Each team is expected to maintain player and fan control at all times. Both teams must remove players from the field who are involved in any altercation or demonstration of "temper" for a brief cooling off period regardless of fault and irrespective of whether or not a card is issued by the Official. In the event of a YELLOW CARD, the offending player is to be out of the game for ten minutes and the team will play "down" one player for that 10 minute period. In the event of a RED CARD, the player is ejected, must leave the field and it’s vicinity immediately , and (unless the card was given for an intentional handling of the ball) may not play in the next game. Except in the case of an intentional handling the ball, the player’s pass is to be taken by the Official(1) who shall give the pass to the League Referee Coordinator as soon as possible after the game. The League Referee Coordinator shall, as soon as possible thereafter, turn the player pass over to the League President.  In the event a RED CARD is issued for *fighting, such player shall be PERMANENTLY banned from any further participation in the league.  In all RED CARD situations, (except where the RED CARD was for an intentional handling the ball) is the responsibility of the team coordinator to insure that the player's pass is given to the Official(1) and the team shall be ineligible for any further league play until such pass has been surrendered and the fine (see item 9) is paid. In the event the team coordinator fails to cooperate with the Official(1) or the League in carrying out this responsibility promptly, the League President may take such other action as the President believes appropriate under the circumstances.

 

9. In all RED CARD situations, other than an intentional handling of the ball, both teams and the League Referee Coordinator must notify the appropriate Division Coordinator immediately that a RED CARD was issued and provide the player's name. The Division Coordinator will notify the next scheduled team of the situation and the identity of the ineligible player. The team whose player received the RED CARD is assessed a $50.00 fine which must be paid to the League President before the team can play another game. Upon receipt of the fine, the League President shall so notify the Division Coordinator and the player’s pass will be available from the League President. Unless other arrangements are made, the pass will be returned by regular U S mail to the return address on the check submitted in payment of the fine. In the event the fine is not paid by the Wednesday night preceding the next scheduled game, the Division Coordinator will cancel such game and so notify the teams, League Referee Coordinator and the League President.

 

10. In the event the League President receives a written complaint directly from the Referee(1) or the Referee Coordinator on behalf of an Official(1), the President may take such action as the President believes appropriate under the circumstances, including but not limited to ejection of a player or team (for a season, seasons, or permanently); or the levying of fines.

                   

11. When insurance certificates are received, they will be given to your Division Coordinator for distribution. DO NOT CALL the League President for your certificates.

 

12. (3) Each team is responsible for half of the referee's fee. THE FEE SHOULD NOT BE PAID UNTIL AFTER THE REFEREE HAS CHECKED THE ROSTERS AND PLAYER PASSES.

 

13. (3) Complaints regarding the officiating, or changes in schedule (time, date , or location) must be directed to your Division Coordinator who will so notify the Referee Coordinator. SCHEDULE CHANGES MUST BE COMPLETED NO LATER THAN THE THURSDAY NIGHT PRECEDING THE GAME. Teams are responsible for rescheduling fees and will be remain responsible for referee fees if schedule changes are not communicated sufficiently in advance.

 

14. (4)  All other aspects of play will be according to FIFA Rules in effect at the time of play, which includes the mandatory wearing of shin guards.

 

 

Footnotes ( ) denote rule variations listed below which are applicable only to the Masters Division.

 

(1) The team coordinator, or designee, will have the same authority as would the            Referee/Official, including the issuance of cards. The team coordinator has been issued an arm band for identification which should be worn and visible at all times during the game, whether he/she is on or off the field. In the event of absence, another player must be designated to fulfill this role.

 

(2) 40 years old by the first game of the season. Women players may be admitted to play at a younger age (30 or older, but not 40 by the first game of the season) based upon the concurrence of ALL Masters Team Coordinators.  

 

(3) Rule is inapplicable to Masters Division.

 

(4) Games shall be played in three thirty minute periods, unless modified by mutual agreement of the two team coordinators.

 

(5)  A team may field one additional player for so long as such team also has a player on the field who is age seventy or older. In the event such team goes ahead in goals (unless waived by the coordinator of the opposing team), the additional player must leave the field, and may not be added again until the game is tied.

 

(6)  Each team will designate two players to be responsible for calling an offside violation. In the event one or both players leave the field, another player(s) must be designated to fulfill this role and so identified to the opposing team. Each team has been provided with identifying apparel for the persons designated to call offside, which must be worn and visible at all times during the game.  As an alternative, by mutual agreement of the two team coordinators, each team may designate one person to call offside violations from the sidelines.  Such person must be identified to the opposing team and wear identifying apparel.   

 

 

(7)  Substitutions may be made at any time (“on the fly”) without a stop in play.

 

(8) A personal foul can only be called by the player who has been fouled. Such player must raise his/her hand to signal the foul as soon as it has occurred and the team shall be awarded a direct kick from the site of the infraction. The absence of such hand signal shall be regarded as no call and play shall continue.

       

(9)   A handling the ball infraction can only be called by the player who handled the ball or a player on the opposing team in the immediate proximity of the infraction.

    

(10) Any personal foul or other infraction (such as handling the ball in the box) that would otherwise result in a penalty kick shall be taken as a direct kick from outside the penalty box at a site closest to the infraction.  

      

(11)  Argument or complaint regarding the accuracy or calls or application of the laws of the game may be regarded as dissent and subject to a card in the discretion of either team coordinator. Whenever possible, all issues regarding game control, rules, or any other matters should be first addressed between the team coordinators.  However, each coordinator should take such action as believed necessary to restore orderly play as soon as possible.

 

(12)  Players should make every effort to avoid contact with the Goalkeeper.  Goalkeepers should make every effort to avoid aggressive play that puts them at greater risk for unavoidable physical contact.

 

 

*FIGHTING shall be generally regarded as a physical altercation where a player pushes, strikes, or otherwise attempts to inflict bodily harm on another player or official.
