The Orion Sky Explorer II is a good starter telescope for folks on a tight budget. Some of the brighter deep sky objects are within the grasp of the Sky Explorer II but ths scope is better suited for lunar, planetary and solar viewing. Orion sold this scope for a good many years and it evolved into what they called the Observer 60mm EQ Refractor but Orion has recently dropped it from their line up.
