SCANNER INFORMATION FOR EAST CENTRAL FLORIDA

To monitor the various public safety agencies (sheriff, police, fire, EMS, etc.) in East Central Florida, you need to have a 800 MHz Trunk Tracker scanner.
It is almost impossible to monitor these trunked systems using and older, conventional type scanner. Only a few agencies in this area are still communicating in conventional (non-trunked) mode.

In a conventional system each agency (police, fire, DPW etc.) has their own seperate frequency or group of frequencies.

Trunked Systems are computer-driven systems with anywhere from 5 to 28 frequencies that are shared by all the county and city public safety departments. The system is designed so that each conversation hops between these frequencies.
- When a user presses his microphone key, the system automatically transmits the call on the first available frequency.
- This means that every time a user keys his microphone, he could be on a different frequency.
- The original frequency that he was using will probably now have a different agency and conversation on it.
- Because of this it is difficult to listen to trunked systems using a regular scanner.

In a trunk system:
- One of the frequencies is the data (control) channel and will have a steady buzzing sound on it
- The data channel is transmitting the data that controls how the trunk system operates.
- Instead of assigning each agency a frequency, users of the system are assigned talkgroups.
- Talkgroups are setup so that each agency will only hear their own units and not all the communications on the system.
- Each radio is programmed with a different ID that is displayed to the dispatcher and other radios using the system when it transmits.

The following is a list of the trunked systems currently being used in East Central Florida.

M/A-COM EDACS TRUNKED SYSTEMS
Volusia County
Brevard County
Flagler County
Hillsborough County
Indian River County
Florida Power & Light
Orlando Utilities Commission

Notes:
- The frequencies must be entered into the scanner in the channel order as they are listed on the webpage (LCN order).
- All county systems are wideband EDACS.
- FP&L and OUC use narrowband EDACS. Not all EDACS trunk tracking scanners can track narrowband EDACS.
- Some Sheriff and police department talkgroups use ProVoice Digital mode and cannot be monitored by any scanner.

MOTOROLA TRUNKED SYSTEMS
Orange County City of Winter Park
Osceola County Sea World
Palm Beach County Disney Cruise Ships
St. Lucie County Universal Studios
Seminole County Progress Energy
City of Lakeland Tampa Electric Company
City of Maitland Delta Airlines (Orlando)
City of Ocala Many business users
City of Orlando

Notes:
- All Motorola systems in East Central Florida are Type II systems.
- Some scanners have a "Control Channel Only Mode" where you just have to enter the control channel to
monitor a Motorola Trunked System. All systems in this area use Plan 1.
- Motorola Trunked Systems are also used by business users (taxicabs, pest control, wreckers, repairmen etc.).
They are mostly in the 935 - 940 MHz business band.

LTR TRUNKED SYSTEMS
Ft. Pierce Utilities Authority
Mears Transportation
MV Transportation (Orlando Paratransit System)
Rinker Materials Corporation
Tarmac, Inc.
Florida Rock Industries
Orlando International Airport
University of Central Florida
Various business users

Notes:
- The frequencies must be entered into the scanner as they are listed on the webpage (LCN order).
- Logic Trunked Radio (LTR) Trunk Systems do not have a control channel such as Motorola or Ericsson
Trunked Systems. On a LTR Trunk System a data burst can be heard on each frequency of the system around
  every 10 to 20 seconds.
- LTR Trunked Systems are used by many business users all over Florida (security patrols, paratransit systems,
taxicabs, pest control, wreckers, sanitation trucks, repairmen, hotels & resorts etc.). They can be
found in the 400, 800 and 900 MHz business bands.

Notes:
 - When a talkgroup is transmitted in the EDACS AEGIS/ProVoice Digital Mode, there is no indication on the
scanner, nothing is heard or seen on the display.
 - Most police and fire departments also use NEXTEL to pass along sensitive information.

SCANNER REBANDING
For information about rebanding go to http://wiki.radioreference.com/index.php/Rebanding

Motorola 800 MHZ Trunked Systems
- Most newer scanners will need a firmware/software update to work on rebanded Motorola
  Systems.
- Most older scanners are expected to stop working on rebanded Motorola Systems and
cannot be updated. The scanner will probably not track some or all channels in
  the system after rebanding.
- The following Motorola Trunked Systems have been rebanded:
     Martin County City of Maitland
     Orange County City of Orlando
Palm Beach County City of Winter Park
     Polk County City of Apopka
     Seminole County

Most scanner will also need a custom band plan programmed into them.
Custom Band Plan
Lower Upper Offset Spacing
851.0250 854.0000 440 25
851.0125 868.9875 0 25
EDACS 800 MHz Trunked Sytems - You will need to reprogram the new frequencies and logical channel numbers into the scanner. - Rebanded EDACS Systems do not require any firmware or software updates. - When entering the new frequencies for a rebanded EDACS System enter the frequencies into the scanner using the channel numbers as they are listed on the website. Not all systems start with channel 1. - Only enter one Trunked System per scanner bank.

MISC. SCANNER INFO
Typical scanner receiving ranges:
A portable scanner can receive a trunked system up to 10 to 15 miles from the transmitting
antenna. A base scanner with an external antenna can receive a trunked system up to 15 to
25 miles from the transmitting antenna. These ranges depend on various conditions such as
scanner sensitivity, location and type of antenna used.

Always program in to the scanner the frequencies of the closest transmitter antenna to your
location.

Only the repeater output frequencies are listed on the website. Do not enter the repeater input
frequencies into the scanner.

One channel in each Motorola or EDACS trunk system is the control (data) channel. It will be
active all the time and sound like digital data (buzzing sound).
When a trunk tracker scanner is programmed correctly:
- You will no longer hear the system control (data) channel.
- Talkgroups will be displayed on the scanner display instead of frequencies.

CONVENTIONAL SCANNER INFO
If you have a older conventional scanner you can still listen to the following:
Florida Division of Forestry
Marine frequencies
Railroad frequencies
Aircraft frequencies
Most counties still page out fire stations on VHF.
Police intercity on 155.37 is very active in the Orlando area.
There are many buisness users, hotels, shopping malls etc. that use conventional VHF and UHF frequencies.
