Primarily because I searched google as best I could and could not find any useful hints. I did find a good review though.

I take solace in the fact that I have rescued ten world leaders; I have not found the president or found most of the bad guys. The general consensus among TPIM fans is that the game designers never intended us to actually "find" the president in the game, but rather to contact Cosmi directly with our most logical kidnapping scenerio.
