SPOILERS AND THOUGHTS (in no particular order)
- Gemstones are being used as a reference, probably to the kidnappers.
So Emerald, Opal, and Garnet must have been people -- or perhaps the helicopters themselves -- that transferred world leaders to their final location.
- CQ CQ CQ is standard procedure and can be looked up on the Internet. But what in the world does GAAZZZAE mean?
- As the President's document says, the Russians must have been given prior knowledge of events. That is why they are lying low and that explains the coded russian message.
- So the requisition order has the Helicopter 11COT seen in the Photo. There's not much we can do about it.
- So the weapons list has No. 1774P "taken from Murdered Mossad agent". Compare that to the photo where the weapon is laying next to a man with a scar -- Ragoul. So the weapons list is trying to make us think that the Mossad agent is dead, killed by Ragoul. Whereas in actually Ragoul is dead, and one can infer he might have been killed by the Mossad agent :)
- Lake Candlewood, not Lake Griffin. So the President is saying Tsouban is involved. But if the President is behind everything, is he just placing the blame on Tsouban? The alias is rather obvious.
- As the President's document states, contributors were Woodhouse, Cadwallader, Schatzman, Dagon, Malin and Moran. Schatzman must have controlled the financing and that explains that little side plot. The Mossad agent Malak may be "EM", the one arranging the "safehouses", as per the the document.
- I'd say the President is hanging out at Site-R at Fort Richie with the other top guys. After he was of course transported from Devil Fish. But how do I prove it? On a side note, do a google search for Site R Raven Rock and you'll find it really does exist.
- The photo says 1409 but the hit I got on Leo Vine says 4109. Typo? Different locations? I couldn't get a hit on either.
- Why did I locate a kidnapped president (of Greece) that was not on the list of missing persons?.
- If the "Decade is Secure" it can only refer to the 10 kidnapped leaders, including the president.
- Why has this game been sitting on my desk for more than 15 years?
