BYLAWS

OF

Pacific Lacrosse League

Set forth 10/15/2011

 

Mission Statement: to organize, develop, and promote boys’ high school lacrosse in

the Southern California Region, and to honor the game by instilling the values of scholastic achievement, sportsmanship, and individual development.

 

I. Article 1: Name of organization

A. The name of this organization shall be the Pacific Lacrosse League

B. The “PLL and its Agents” shall represent the commissioner of the league, committee members, or any other administrative participant that may volunteers service from time to time, whether in scheduling, voting, making policy, promoting, or any other various tasks that pertains to administering the league and its objective.

II. Article 2: Purpose and objective

A. The purpose and objective of the League is to support the Mission Statement.

B. To promote these goals, the League will work cooperatively with but not limited to:

1. Local school districts

2. Parks and Recs

3. Youth lacrosse organizations

 

III. Article 3: General Membership

A. The General Membership shall consist of high school teams who are Regular Members of the League and govern themselves accordingly:.

1. Regular Members are those teams having been admitted into the League and not currently on probation, suspension, or provisional status.

2.  The Regular Membership shall have voting privileges to help make policy for the league, in the best interest of their programs and all programs in general.

3.  Each Regular Member team shall have ONE person designated to vote, making known who that person is.

4. Voting shall be by secret ballot if or when necessary.

5. Membership will require adherence to the league by-laws, standing rules and policies.

6. Failure of a Regular Member to abide by these By-laws and the policies adopted by the League shall subject that Member to disciplinary action up to and including probation, suspension and/or expulsion as decided by the League.

7. Any Regular Member subject to disciplinary action shall have the right to appeal that decision to the Membership for reconsideration.

 

B. General Membership Meetings:

1. All Members of the Association shall attend General Membership Meetings:

a) Fall– scheduling and general business. This meeting must be attended by a coach, or other adult designated by the Member program to representing that Member.

b) Pre-season. This meeting must be attended by the varsity head

coach for each Member program unless prior approval is granted by the

League for an assistant coach to attend in place of the varsity coach.

2. Special Meetings may be called from time to time.

 3. Absence from League meetings.

a. Failure of a Member to attend the Membership Meetings shall place that team on probation, for the length of time yet to be determined.

b) Probation shall not bar a team from league (and championship)

participation, however they will lose their voting privileges until the probationary period has passed.

5. General Membership Meetings shall be presided over by the Commissioner

 

C. New members are Provisional Members of the League for at least their first year.

1. New teams may apply for Provisional Membership at any time.

2. Criteria for Provisional Membership shall include:

a) agreement to abide by League By-Laws, Standing Rules and policy;

b) a home field for hosting games;

c) a coach meeting customary and usual qualifications

d) sufficient customary and usual organizational support

e) such other criteria as required by League

3. A team not meeting Provisional Membership criteria may still schedule at large games with league teams as lowest scheduling priority.

4. Provisional Members may not vote on League matters

5. After one year, the League shall determine if Regular Membership

status is warranted.

 

D. Member team Registration

1. The league may require various “team” registrations as pertaining to the alignment of a team to the league.

2. The league shall not generally administer player registration for the teams.

 

IV. Article IV: League Governance

A. The affairs, and operation of the League shall be governed and managed by Commissioner

1. Such operations could include, but not be limited to:

a) The establishment of annual league dues;

b) Police re: Movement of teams between divisions;

c) Policy re: Admission of new teams;

d) Policy re: Player eligibility and team assignment;

e) Policy re: Team roster requirements;

f) Policy re: Coaching qualifications;

g) Policy re: Discipline for players, coaches, teams;

h) Policy re: Field/equipment/uniform requirements;

i) Policy re: Game rules modifications/officiating;

j) Policy re: Playoff scheduling/hosting/qualification issues;

k) Policy re: Statistics;

l) Policy re: All-America/All-state/All-league selections; and

m) Policy re: Scheduling.

B. These By-laws may be changed by the Commissioner from time to time as needed to

facilitate the needs of the League.

C. A proposed Change to the by-laws may be submitted for review by any League Member at any time.

           

1. Proposals should be submitted to the commissioner

            2. Proposals shall be made know to and reviewed by the Membership

            3. A vote may be taken but not required for the by-law change

D. Subcommittees may be placed into service of the league to manage various affairs

1.  Subcommittees shall be staffed by persons of Members teams in good standing

2. Subcommittees shall be staffed by persons of Provisional Member teams in good standing at the discretion of the commissioner

3. Topics include, but are not limited to:

a) Admission of new teams;

b) Player eligibility;

c) Coaching qualifications;

d) Discipline for players, coaches, programs;

e) Field/equipment/uniform requirements;

f) Game rules modifications/officiating;

g) Playoff issues;

h) All-State/All-League selections; and

i) Scheduling.

V. Article VI: Compensation

      A. All members of the League shall serve without compensation,

      B. The commissioner shall be compensated a reasonable amount agreed to by                                                                                                          the membership.

VI. Article VII: Fiscal year and Seasonal Calendar

  1. For accounting purposes, the fiscal year of the League shall begin on the first (1st) day of July and end on the thirtieth (30th) day of June.
  2. Seasonal play for the League will officially begin Feb 1 and end June 30th of each calendar year unless noted otherwise.

VIII. Article VIII: Financial Responsibility

     A. No member or affiliate of the League may incur any expense or debt in the

name of the League without specific approval or authorization from the commissioner.

IX. Article IX: Non-liability

A. All members or affiliates of the League serve as volunteers and shall not be personally liable for the debts, liabilities, or other obligations of the League.

     B.  The league shall not be be responsible or liable for misrepresentation of the league by the teams outside of the scope of they by-laws and policies.

X. Fiancial discolusre.

A.  The commissioner and/or any subcommittee assistant(s) shall make available all financial expenditures of the league at the request of any member.

     B.  A Budget for league expenditures shall be established prior to the start of the season.

XI. Article X: Definitions

     A. General Membership: those teams admitted to the Association not on

probation, suspension, or provisional status.

     B. Probation: non-voting team status arising from failure to attend one General

Membership meeting or for violation of a By-law or written league policy. Teams on probation may still  compete in their division.

     C. Provisional Membership: non-voting status for first year teams meeting

            criteria for Provisional Membership to the Association.

  1. Suspension: non-voting team status arising from violation of a By-law or written League policy. Suspended teams, players or coaches may not participate in league activities.
